A Study on the Effectiveness of Substitute Worker System for Workers with Industrial Injuries

Abstract
The Korea Workers¡¯ Compensation and Welfare Service implemented the substitute worker system for workers with industrial injuries in order to raise the rate of return to original work for small workplace of less than 20 workers. In the first year, the rate of return to original work was increased by 2.5% compared to the previous year, and the employment retention rates of injured workers at the periods of 3 and of 6 months after termination of care, compared to workplace which did not use the system, were increased by 14.2% and 13.8%, respectively. However, no research has been conducted to support the cause of such quantitative growth. Therefore, this study investigated the effectiveness of the substitute worker system by conducting telephone survey to 103 employers using the system. As a result, the degree of substitution for the work performed by the workers with industrial injuries varied depending on the size and type of business, but most employers responded positively to the effect of eliminating the work gap due to the substitute workers. Employers who used the substitute worker system responded that the system helped workers return to original work regardless of size and type of business, and answered that they were willing to reuse the system in case of future industrial accidents. The conclusions of the study are as follows: First, Korea Workers¡¯ Compensation and Welfare Service should improve the promotion method of the substitute worker system and simplify the application procedure. Second, industries with difficulty in securing substitute workers with high quality should be supported by the manpower bank. Third, the working environment improvement system should be expanded to the smaller workplace of less than 20 employees. Fourth, Korea Workers¡¯ Compensation and Welfare Service should diversify employer support system such as social insurance premium reduction benefit, extension of grant period, differential support according to period, and provision of new employment promotion incentive, so that employers can actively determine the return of injured workers to original work.
